Change Program Availability Setting Interface and/or Add Audit Log
To change the Program Availability (from "Full Availability", "Limited Availability", or "No Availability") the user just clicks on the name and the text color for the selected option is darker. We frequently have users accidentally changing the setting because there is not "save" feature to change the setting and they don't notice the subtle color change. If we can't get the screen changed, then it would be helpful to have an audit log on this screen so we can identify which users keep switching the setting by accident so we can educate them. Thanks!

Add Program Setting to Allow or Disallow Direct Referrals
We often get users making "direct referrals" from the Referrals tab on the client profile page in error (they should instead be making a referral from the queue). There is currently a setting on the Program page called "Direct Unit/Bed Referrals", which is related to Inventory. It would be great if there was setting called "Direct Referrals" (options could be Disabled, Optional, Required) to first determine if any direct referrals are allowed to the program. Then the "Direct Unit/Bed Referrals" setting could be sub-setting to determine the parameters of the direct referrals (if allowed).

return to queue referral date
When returning a client to the HQ, users are able to edit the referral date, but there isn't any information on when the client was originally referred to the queue. This would be a helpful setting based on CoC policy - when client is referred back to queue, keep original refer to queue date.

Children information Cascade into Assessments
When we do an assessment with a client and it is a "family tye" assessment that asks about the family, we would like for that information to be automatically filled in. For example, if the assessment asks how many children are in the household, it should fill in based on how the household is built in HMIS. If it asks for name and age, it should be able to pull that from the childrens profile screens.

For Direct Referrals, add ability to filter by program
Currently, when you go to the "Referrals" tab from the client profile (to make a "Direct Referral"), you can filter by agency or program category to find the desired program. Users often have to wade through multiple pages of programs using either of these filter options (especially when they are making a referral to a program under a larger agency). It would be great if users could filter or search directly for a specific Program (e.g., add an optional sub-filter if they first choose to filter by agency, or add a search bar similar to the client search bar).

Add ability to filter pending referrals by Program
The "Pending" tab of the "Referrals" page in Clarity shows all the pending referrals for the agency. For our larger agencies, this can be a very long list that requires providers to click through multiple pages. There is the existing option to sort by program name, but they still have to click through multiple pages if the program they work with is later in the alphabet. It would be great if there was a way to filter for a specific program.

Navigators Transition to Case Managers of Outgoing Referral
Allow for the ability to transfer assigned referral navigators to outgoing referral case managers to allow for increased notifications on client referral status.

Safe Guards for Mistaken Expirations
We have had an issue with shelter providers allowing referrals to accidentally expire while still working towards a transportation plan/intake appointment and then subsequently enrolling folks as a non linked enrollment.
Right now if they have already completed intake, to rectify this we have to delete the enrollment and re-refer them to the program opening and then re-add the enrollment. If the provider catches this before enrolling they have to potentially wait on our matching team to resend a match before completing their intake appointment or take the data on paper and enter it later.

Remove ability to deny a Direct Referral to a Community Queue
Currently if you deny a Direct Referral, you have the option to reassign the client to any Community Queue, regardless of if the client has an assessment for that queue (or any assessment at all). This results in an uncontrolled backdoor to ANY Community Queue.
As our community has expanded the use of Direct Referrals, we are getting individuals placed on queues that are supposed to have high thresholds for placement, or that are only intended for certain subpopulations. This function subverts the logic that you need an assessment to be placed on a queue, which is consistent everywhere else…

Allowing for Household Member Toggle in Referrals
It would be nice if it could be an option to allow for toggling household members in a referral the way you can in a service or program enrollment.
Our staff has really struggled with the idea that only HoH needs to have the referral sent to the queue. This means that on other household member(s) profile(s) it does not show them as "Client has an active entry on the

Enhance Program Availability Functionality and Customization Options
Currently, communities can add certain custom fields to Program Availability to track details on program openings, however, the ability to customize the availability form is limited (e.g. no dynamic screen options, limited field types, inability to edit default fields). In its current state, communities may choose to use 3rd party form solutions outside of Clarity to track program openings or use workarounds to structure the availability form to capture local information (e.g. using a field as a label).

Retain Historical Opening IDs with Referral Connections in Looker
Currently, Opening IDs with referral connections can only be viewed in Looker's CE Model for referral status's that are Pending or Pending - In Process. Retaining historical opening id information for all referral status types (completed, denied, etc.) would allow for trend analysis on the length of time between when a unit is posted and the date a client is referred to the unit.

CoCs should be able to customize denial reasons
Our CoC had agreed upon a list of denial reasons. We have been using this list for years. When we switched to Clarity, we learned that we cannot customize the list of denial reasons. We also cannot delete any of the reasons. Since the denial reasons don't seem to be HUD mandated, and CoCs can decide what those reasons are, why can't we customize?

Edit options under the "Mode" dropdown for Community Queue Sorting
I would love to be able to control which assessment processors are visible under the "Mode" drop-down so that only processors that are related to coordinated entry are visible.

Agency Level permissions on sending clients to the community queue
We have a "centralized" CE agency and program that all users switch to in order to assess and refer to the CQ. However, there is nothing that prevents a user from referring to the CQ from their home agency after the fact (post assessment). This results in CE not being able to complete referrals and impacts the CE dashboard. It would be great if we could set permissions on what agencies can "send" clients to the CQ.

Reassign Referral Regardless of Inactivity Threshold
Currently if a housing referral is denied by a provider and referred back to the community queue, you have only until the inactivity threshold kicks in for that referral to make another reassignment (e.g. back to the original housing provider, who may have "re-opened" the referral). Taking away the impact that the inactivity threshold has on this aspect would be great. Thanks!

Providers are accidentally referring clients to the CQ under a closed CE enrollment, can error messages mitigate this?
Providers are entering CE assessments under closed CE enrollments, referring those assessments to the CQ, then wondering why their clients are not coming up for CES referrals. There's no error message or alert to keep people from entering CE assessments under a closed enrollment. Can there be?

Update the Eligibility function to allow household size based on enrollment size
According to the Program Setup: Eligibility page it's noted "When establishing eligibility criteria based on Poverty Guidelines, household size is calculated based on the client's "global" household (the client-level household) and is NOT based on the number of members in a group enrollment." It would be extremely helpful if there was an option to allow household size to be determined based on the enrolled household members using the eligibility function and not at the global level. Is this an option BF is looking to add to Clarity HS in the future?

Create a separate access right for the referrals tab in client records
Currently the Referrals access right allows both the Global REFERRALS tab and the REFERRALS tab in client records. There are multiple use cases where we need users to have access to one or the other but not both of these. We would like to be able to separately assign rights to the referrals tab in client records.
