Allow for manual removal of clients from encampments.
Users have expressed scenarios when automations will not prompt the removal of a client from the outreach map when appropriate. Allowing users this ability will account for the scenarios in which automations are applicable.

This is necessary for us to serve and house the unhoused . To treat them and these actions in a more humane way . These glitches and whatever you all call these disconnects . The 90 day drop off and this cause persons to be lost in the system and or misrepresented so not served appropriately

It is unclear how or seems impossible to remove a client from an encampment without placing them in another encampment or having them meet the CoC’s time threshold. (From the last feature focus we had asked about this and the ability to remove someone is limited to a few actions with few options for resolving someone who disappeared, got housed, etc. without causing more issues for users by shortening the threshold)
