Merge Tool for Duplicate Enrollments

When utilizing the Merge tool to merge programs, there currently is no way to merge a duplicate enrollment for a client.

For example, a client is enrolled into a program as an "Individual" where case notes, services, or other information is subsequently added. That same client is then later - erroneously - enrolled into the SAME program as a "group" where information may or may not be added to that enrollment.

Currently, the Merge Tool does not allow to merge both program enrollments into a singular program enrollment. It would be nice for the Merge Tool to allow this feature have this feature while also bringing along any and all information from the merged enrollment.

    Ideally, users would be prevented from creating duplicate enrollments, but since users can still create duplicates, we'd like to be able to merge them!

    I also ran into this issue and was unable to merge duplicate enrollments with "Group". Simply deleting one program leads to lost assessments attached to either of the enrollments.
