Data Validation Check for Program Enrollments Entered Before the Program Start Date

A client's enrollment date should not start before the program itself starts. The LSA treats these as errors, and we need to resolve them every year before submitting it. If Clarity stopped those errors from happening, it would save us a lot of time.

    I know from a Sys Admi this would help with data errors!

    This year's LSA has triggered SO MANY ERRORS because of this. Please make this adjustment so users can stop enrolling clients prior to the program's start date.
