Agency Administrator (System-like Access strictly for Agency)
As a larger agency we have many contracts that are not managed by any CoC and require programs for us to record our work. Many delays occur with setup and particular needs of those necessary programs. We wish to record data into Clarity in order to provide a robust picture of available services in the county as well as to show impact in regional data analysis that happens when it comes to system performance.
It would be great if agencies could have a designated Agency Administrator that would have access to:
-Create programs
-Create funding codes (if needed)
-Create custom assessments
-Add Services (beyond the CoC standardized List)
-Manage Notes Categories
-Manage Agency User Accounts
-Restore any deleted Agency Data
The account could be limited to only use screens approved by the CoC(s) which should include all necessary HUD data. Not only would this eliminate the delay in waiting for requested programs, it would also alleviate a lot of tasks off of the CoC. CoCs have to manage data on their level already so, any errors with these programs will be identified in these yearly checks.
CoC System Administrators will need to be able to lock program setups that they create in order to preserve their desired setup; same with data points on each screen, services, etc. Agency should only be able to add onto these or make no changes at all.
However, for the programs we need for other contracts, we can control on our end since the CoCs are not the funders for them.

A relative idea I provided was incorrectly marked completed which fell under the umbrella of this larger idea, specifically managing agency user accounts on the agency level. I checked with our CoC System Administrator and they confirmed that this is still a function that cannot be granted to an agency, only the CoC System Administrator has this function. Since it falls under this umbrella of providing agency control of our user accounts, here is the link for reference:
