ROI
Allow for assigned delete rights for ROI's, in access roles, not just system admins. Or maybe, allow for choice of ROI when merging clients, who both have active ROI's.

Or at least give access rights to edit ROI's from other agencies independent of other edit rights, or even better, allow multiple ROI's to be added to the same profile.
