Time entry (datetime selection) on Referrals
In new UI, the time selection dropdown on a Referral defaults to current time, but if you want to change the time it opens a dropdown of times. The dropdown lets you select new times in 15 minute increments and defaults to 12am. This results in the user having to scroll through dozens of options before reaching any daytime time (when the work is usually happening).
Improvement would be to default the time dropdown to 12pm, which is during typical working hours. Even better would be to default the dropdown to the nearest 15-minute increment, since the user is likely trying to select near their current time.
