Create an AMI Tracked Characteristic based on Program Eligibility
Allow for a tracked characteristic to be built off the AMI data uploaded to system variables to ensure that an AMI tracked characteristic can be created to directly match the AMI eligibility that is set up under a program. This will aid matchmakers in making appropriate referrals from the queue.

I understand that we can add AMI to the eligibility criteria, but our matchmakers want more filtering on the different percentiles that are currently not possible with the currently limited categories.
